The SCSP is the 'Responsible Authority' for the protection of children from harm under the Licensing Act 2003 and the Gambling Act 2005.
The Safeguarding Licensing Manager works in consultation with partners, including enforcement agencies, education, health and social care workers, children and young people and the licensed trades.
We aim to support the Licensing Authority and Regulated Businesses to meet the core objectives of the legislation and to provide safe environments for children and young people.
The service has attained a reputation for innovative work, locally and nationally and has received local, regional and national awards for its proactive approach. We routinely share our good practice and strategic approach with other organisations and Local Authorities. The work being undertaken by the service has raised the awareness of safeguarding issues within the licensing and broader community, contributing to the evolution of a family friendly culture that is safer for children and young people.

Child criminal and sexual exploitation can involve regulated businesses and public places where children are at risk of being targeted, groomed, coerced and abused. Children and young people often go out unaccompanied to learn to socialise, access education, work and travel independently and may be at risk of exploitation, because perpetrators can hide in plain sight using busy public places to target children without raising suspicion.
Safeguarding is everyone’s business and we all have a duty of care to keep children safe when they are out and about in the community. If you are responsible for operating a licensed business or an event, you have a responsibility to ‘protect children from harm’.

This page provides information for education, health and social care workers who work with children, young people and families who live or work in a business setting, such as pubs clubs, shops or takeaways.
For most families, living/working in a business setting presents no problems and children living there enjoy a normal family life. However, some parents / carers may find themselves facing circumstances and risks that families living in other types of households do not normally experience.
Information for professionals
To ensure that professionals are able to fully support families living/working in a business setting, the SSCP has produced an advice leaflet for Education, Health and Social Care workers to raise awareness of environmental and lifestyle issues that may present when families are living in this type of environment. The leaflet includes how to identify and manage risk and suggests best practice for workers safeguarding children and young people where the family is living/working in a business setting. As part of licensing reform, in 2007 the Government implemented a regulatory regime at premises where gambling activities take place, to promote safer practice in relation to children and vulnerable adults. The Gambling Act 2005 is underpinned by three objectives:
These are:
- To prevent gambling from being a source of crime or disorder, being associated with crime or disorder, or being used to support crime;
- Ensuring that gambling is conducted in a fair and open way; and
- To protect children and other vulnerable persons from being harmed or exploited by gambling.
The Sheffield Safeguarding Children Partnership acts as a Responsible Authority under the Gambling Act 2005 and has a duty to ensure gambling facilities operate responsibly.
The Safeguarding Licensing Manager aims to promote safe practice and support the prevention of harmful gambling.
