Safeguarding Children & Young People at Events
Following consultation with event managers (within the public and private sector), the Licensing Project, in partnership with the Sheffield City Council Place Directorate and South Yorkshire Police, has produced some best practice guidance that is available below, to download. Its purpose is to prioritise the safety and welfare of children and young people at the planning and operational stages of events and it is intended to support and advise the people responsible for managing events.
The key features of the guidance are:
- Risk assessment guidance and matrix tool with practical examples of safeguarding situations
- Guidance about vetting / DBS checks
- Model protocol to help staff safely manage situations involving unaccompanied vulnerable young people
- Example of a ‘lost children’ procedure
- Description of roles and responsibilities of designated safeguarding staff (i) a strategic ‘Children’s Safeguarding Coordinator’ role and (ii) the operational ‘Lead safeguarder’ role
- ‘Flow chart’ model of care for a safeguarding infrastructure at events
- Checklist/aide memoire to help the Safeguarding Coordinator ensure all necessary systems are in place
- Guidance for events staff who receive a disclosure
- To encourage events managers to promote the work of local outreach services by offering young people health information/leaflets at events
- Guidance about children who are working, volunteering, entertaining or performing at events.
We aim to encourage the provision of a safe environment in which children and young people can learn to socialise and enjoy the diverse range of cultural, leisure and entertainment facilities Sheffield has to offer. We believe that by prioritising the safety of children and taking a proactive, preventive approach towards harm, everyone may have a safe and enjoyable experience enabling our city to retain its excellent reputation for safe and exciting events.
Events of this type can provide young people with a positive social experience allowing them to gain independence within a safe environment. To assist premise managers/promoters and make sure that robust safeguarding measures are in place there is a checklist to download below.
Junior Sport and Alcohol
The Child Protection in Licensing Task Group has produced two information leaflets, in consultation with the licensed trade and the Sheffield & Hallam District Football Association, to raise awareness of the risks of alcohol misuse at junior sports events. These are available to download below.
This leaflet offers advice to those hosting junior sporting events/functions, to help licensees operate safely and in compliance with the law, so that children may participate in activities and enjoy their facilities in a safe and enjoyable way.
This leaflet is a guide for junior sports club management committees, child welfare officers and event organisers, to help them manage junior sports events/functions at licensed premises in a safe and suitable way, particularly where alcohol is available.
